To answer your question, I think one can absolutely feel confident enough in their first draft to propose it as their final draft. Now, of course, someone being confident with their work does not necessarily mean that their work is great, or even good, but they can definitely look at their first draft, say "yep, this works", and turn it in. I know this because I do it myself - although I agree with the concepts presented in Shitty First Drafts, it is almost impossible for me to do a "brain dump" and fix it up later. As I'm writing, I am constantly reading and re-reading every word, every sentence, over again, making sure that everything looks and sounds exactly the way I want it to.
